STEG Tenders 200 MW of Gas Engine Power Plants Across Seven Sites (AOI 2026 E 4016)

STEG has launched international tender AOI 2026 E 4016 for the turnkey construction of multi-site gas engine power plants with a combined capacity of 200 MW. The plants will be built at seven sites, spread across four regional lots, at STEG medium- and high-voltage substations and at the Kasserine production site. The scope covers design, supply, installation, commissioning and maintenance. Bids are due on Friday 6 November at 09:00 (Tunis time), through the TUNEPS platform.

The tender follows STEG’s 300 MW / 600 MWh battery storage tender, which we covered earlier. Both are multi-site, turnkey procurements built around STEG’s own substations.

Lot 1 carries 40% of the programme

The lots are far from equal. Lot 1 groups two 40 MW plants, 80 MW in all, which is 40% of the programme. Lot 2 spreads 60 MW across three sites, from a 10 MW plant at Borj Cédria to a 30 MW plant at Korba. Lots 3 and 4 are single 30 MW sites. The notice does not say whether bidders can win one lot or several, or whether lots are evaluated independently. The tender documents will show this, and it affects how a bidder splits its resources and prices its offer.

Borj El Amri is also the locality of the third gas turbine project we analysed earlier. Inference: the locality now features both a large turbine project and a gas engine plant.

Built at STEG’s own sites

According to the notice, the plants are located at STEG’s MT/HT substations and at the Kasserine production site. Inference: building inside existing substations should simplify the connection work, and engine-based plants are typically modular, which suits small, dispersed sites. The notice does not give technical details such as engine type or fuel requirements.

Maintenance is part of the scope

The notice lists maintenance alongside design, supply, installation and commissioning, so bidders are asked to look beyond handover. The press notice does not give the duration or terms of maintenance, and the tender documents will shape the commercial structure of an offer on this point.

Everything goes through TUNEPS

To participate, a bidder must be registered on the TUNEPS public procurement platform, hold a valid electronic signature certificate, and download the tender documents there. The complete offer must be submitted online. If files exceed the platform’s size limit, part of the offer can be filed offline, but only if it is listed in the online submission, and the online content prevails if the two parts conflict. Everything used in the evaluation must be on TUNEPS.

Offline documents must be sealed, marked with the tender number and subject, and sent by registered mail, express post or hand delivery to STEG’s Central Registry Office in Tunis. Only the Office’s stamp counts: the dispatch date or postmark does not. Bidders must also accept, on TUNEPS, the declaration on honour against gifts and promises, and all tender clauses.

The deadline and the bid opening

Offers are due by 09:00 on Friday 6 November, both on TUNEPS and at the Central Registry Office. The public opening follows at 09:30 the same day. Representatives attending must bring a power of attorney and an identity document. Any offer, or part of an offer, received after the deadline is void.

For a bidder, this means TUNEPS registration and the electronic signature certificate must be in place well before the deadline. Site visits are possible on working days, but must be requested sufficiently in advance, through TUNEPS and by email to STEG.

What the notice does not say

The press notice does not give the qualification thresholds, bid bond amounts, execution period, technical requirements or evaluation criteria. These are in the tender documents on TUNEPS, and anyone considering a bid should download them early and confirm each point. STEG says bidders will be selected on the administrative, financial and technical requirements set in the tender.
