If you have won, or intend to bid for, a power or infrastructure project in Tunisia, you need a local entity that can hold the local scope, deal with STEG and the ministries, and be held accountable for delivery. That is what AIUS does.
We work as the local partner to international engineering firms, EPC contractors and developers. We are not a broker and not an agent. We are a registered Tunisian engineering company that takes contractual scope, staffs it with named engineers, and delivers against it.
What we take on
At tender stage
- Tender document analysis and assessment against local requirements
- Local content and industrial integration rate, evidenced to the standard the ministry expects
- Local cost build-up: labour, civil works, transport, accommodation, plant hire
- Site reconnaissance and access assessment before you price the works
- Identification and qualification of local subcontractors and suppliers
- Coordination with STEG and the relevant ministries during the tender period
During execution
- Local legal entity, contracting and invoicing under Tunisian law
- Customs and import files, including the equipment duty advantage where applicable
- Work permits, visas and mobilisation of expatriate staff
- Site supervision, quality control and HSE coordination
- The STEG interface: connection studies, testing, synchronisation and acceptance
- Engineering staff on secondment: electrical, civil and structural, permitting, EPC control
Why a local partner is not optional here
Tunisia’s authorisation and concession regimes both require evidenced local industrial integration. The STEG connection process runs on its own timetable and its own documentation. Customs treatment of imported equipment depends on the file being built correctly from the start. None of this is difficult once you know it. All of it costs time and money when you do not.
Track record
AIUS has held local scope on utility-scale solar projects delivered under Tunisia’s international IPP concession programme, working as subcontractor to ILF Consulting Engineers Germany GmbH: technical due diligence support on 370 MWp and construction monitoring on 120 MWp, for projects sponsored by Scatec and Voltalia and financed by the EBRD, Proparco, the European Investment Bank and the World Bank. Certificates of good execution are available on request.
We have also acted as local technical partner and tender manager for a Chinese power engineering contractor on a long-term services tender covering Siemens and Ansaldo gas turbine fleets, and as lead business analysis partner on a World Bank funded customs digitalisation programme with a European systems integrator.
