If you have won, or intend to bid for, a power or infrastructure project in Tunisia, you need a local entity that can hold the local scope, deal with STEG and the ministries, and be held accountable for delivery. That is what AIUS does.
We work as the local partner to international engineering firms, EPC contractors and developers. We are not a broker and not an agent. We are a registered Tunisian engineering company that takes contractual scope, staffs it with named engineers, and delivers against it.
What we take on
At tender stage
- Tender document analysis and assessment against local requirements
- Local content and industrial integration rate, evidenced to the standard the ministry expects
- Local cost build-up: labour, civil works, transport, accommodation, plant hire
- Site reconnaissance and access assessment before you price the works
- Identification and qualification of local subcontractors and suppliers
- Coordination with STEG and the relevant ministries during the tender period
During execution
- Local legal entity, contracting and invoicing under Tunisian law
- Customs and import files, including the equipment duty advantage where applicable
- Work permits, visas and mobilisation of expatriate staff
- Site supervision, quality control and HSE coordination
- The STEG interface: connection studies, testing, synchronisation and acceptance
- Engineering staff on secondment: electrical, civil and structural, permitting, EPC control
Why a local partner is not optional here
Tunisia’s authorisation and concession regimes both require evidenced local industrial integration. The STEG connection process runs on its own timetable and its own documentation. Customs treatment of imported equipment depends on the file being built correctly from the start. None of this is difficult once you know it. All of it costs time and money when you do not.
Tenders we have carried for foreign contractors
Algeria — SPE/AREX open tender 03/2020, long-term maintenance of single-cycle and combined-cycle thermal power plants. AIUS acted as tender manager and local technical partner for China Northeast Electric Power Engineering & Services (NEPCS) across nine plant sites. Scope covered analysis and assessment of the tender file, coordination with SPE, site visit coordination across all nine sites, technical advisory and risk assessment, financial calculations, legal and taxation advice, and preparation and submission of the bid.
Tunisia — third round IPP authorisation tender, six PV plants of 10 MW each. Again for NEPCS. AIUS identified, assessed and proposed four candidate sites, coordinated with the Ministry, STEG and local authorities, prepared and submitted the bid documents, and reviewed the draft PPA for legal and financial bankability.
Mauritania — 225 kV transmission line, Nouakchott to Nouadhibou. Tender evaluation and risk assessment, local partner and client coordination, sourcing of subcontractors and suppliers, tender file preparation and submission, and project start-up management.
Our management has also delivered tender and contract management on Saudi thermal generation, including test and inspection services on Alstom steam units at Shoaiba (5,600 MW) and Mitsubishi Heavy Industries units at Rabigh (1,204 MW), AVR and exciter replacement at Rabigh, and installation of a 2 MW black start diesel set at Al-Wadjh.
On the solar side, AIUS holds attested execution on utility-scale PV in Tunisia as subcontractor to an international lender’s technical advisor. Those references are set out on the due diligence and owner’s engineering page.
