Sonelgaz Tenders Two 100 MW Wind Farms in Laghouat and Djelfa

On 30 September 2026, Sonelgaz Énergies Renouvelables (Sonelgaz-ER) published open national and international tender 02/S-ER/2026 for two wind farms of 100 MW each, 200 MW in total. The first will be at Tilghemt, in the wilaya of Laghouat, and the second in the wilaya of Djelfa. The scope covers studies, engineering, civil works, supply, transport, erection, training, testing and commissioning, together with the connection to the national transmission grid. Bids are due on 25 November 2026 at 10:00.

The tender supports Algeria’s strategy of accelerating renewable energy and gradually diversifying a power mix that depends heavily on gas. It also puts wind at the centre of the programme, in the Hauts-Plateaux, where wind conditions can support new generation capacity.

Each lot carries its own bid bond. We have not yet confirmed the amounts, which are in the official notice.

The qualification bar is set by track record

The most important detail is who may bid. According to published coverage of the notice, a foreign company bidding alone, or a consortium of foreign companies, must show three comparable projects of at least 80 MW each, at least two of them completed outside its home country. A consortium of Algerian and foreign companies must show two foreign references of at least that size, completed internationally. Algerian companies are expected to bid in consortium with foreign partners rather than alone.

The threshold is worth noting. An 80 MW reference against a 100 MW lot means bidders must have built projects close to full scale, more than once, and in more than one market. Inference: this favours established turbine manufacturers and EPC contractors, and it makes the choice of consortium partner as important as the price. For a foreign contractor, an Algerian partner is more than a formality here, because the notice provides a route for local participation, though it does not itself define any share of local manufacturing or technology transfer.

One lot or both

Bidders can go for a single lot or for both. That flexibility is useful, since the two sites are identical in size but not in location. A bidder with a strong position in one area can focus there, while one with a fleet-scale supply chain may price both lots together. The notice does not say whether combined bids receive any adjustment, and the tender documents will show whether the lots are evaluated independently.

Technical and financial bids on the same day

Technical and financial offers are submitted together on 25 November, and the public opening is held on the same day at Sonelgaz-ER’s headquarters. Inference: this points to a single-stage procedure with no separate pre-qualification round, so the whole bid, including the track-record proof and the price, must be ready at once.

A turnkey scope that includes the grid

The scope goes beyond the wind farm itself. It runs from studies through commissioning and includes the works needed to connect each park to the transmission network, and it also covers training. A bidder takes on the interface with the grid, not only the turbines and civil works. As in the STEG tender, where every site had its own substation interface, the connection can decide whether a schedule holds.

Eight weeks to bid

The tender was published on 30 September and closes on 25 November, a window of 56 days. For two wind sites, that is a tight preparation period: turbine supply offers, wind and site data review, transport route studies and grid connection pricing all have to be finished, and consortium agreements signed, before the bids are sealed.A tender is only the first step. It does not award contracts or start works, and what comes next depends on financing and execution.

Practical points for bidders

Withdraw the tender documents early, since they are issued electronically by Sonelgaz-ER. Bids must be delivered in a sealed envelope showing the tender reference and subject, and must reach the Algiers headquarters by 10:00 local time on 25 November. Check the qualification rules against your references before committing to a consortium, and confirm the exact bid bond requirement for each lot you intend to bid on.
